We specialize in the defense of workers' compensation matters for both self-insured employers and insurance companies. Since 1998 our firm has specialized in the representation of large, self-insured employers (mainly Fortune 1000 companies) in defense of their Workers' Compensation matters. With offices in Orange County and Los Angeles we are able to cover all of the Workers' Compensation Appeals Boards throughout California. Our firm has been designated by many large employers as their exclusive counsel for Workers' Compensation matters.

Our Attorneys

  • Glenn L. Silverii Founder and Managing Partner Glenn L. Silverii specializes exclusively in the field of workers' compensation defense. Mr. Silverii has extensive experience in handling all aspects of workers' compensation defense, including trial, and appellate work; as well as defending claims for benefits pursuant to Labor Code section 132a, and serious and willful misconduct claims. Also, Mr. Silverii has participated in numerous seminars on topics related to workers' compensation, as well as having drafted and prepared various publications on issues pertaining to workers' compensation.

    Mr. Silverii received his Juris Doctor from Southwestern University, School of Law in 1979, and bachelor's degree from California State University at Northridge. He was admitted to the California State Bar in 1979, and began practicing civil litigation in the areas of liability defense and business law. Mr. Silverii is admitted to practice before the United States Court of Appeal for the Ninth Circuit, and the United States District Court for the Southern and Central Districts of California. Mr. Silverii also participated in a special pro bono program with the Office of the Los Angeles City Attorney, and prosecuted criminal jury trials. Also, when Mr. Silverii was doing business litigation, he was an attorney for the plaintiff in the landmark case of Baar v. Tigerman (1983) 140 Cal.App.3d 979, in which the immunity protection for arbitrators was pierced. As a result, Mr. Silverii has authored various articles on arbitration, including one entitled "Commercial Arbitration-Safeguards Needed?" (4 CEB California Business Law Rptr.)

    Mr. Silverii's professional affiliations include membership in the State Bar of California, Orange County Workers' Compensation Forum, Los Angeles and Orange County Bar Association, American Bar Association, Southern California Self-Insured Association, a member of the section on workers' compensation with the State Bar of California, as well as a member of the California Workers' Compensation Defense Attorneys Association.
  • Lisa Cheung Partner Lisa Cheung received her Juris Doctorate from Southwestern University School of Law in 1999. While attending Southwestern, Ms. Cheung was an editor of the Southwestern Journal of Law and Trade in the Americas and received the American Jurisprudence Award for Contracts. During this time, Ms. Cheung also worked as a law clerk for the United States Attorney Office in the Organized Crime Drug Enforcement Task Force (OCDETF) and violent crimes section, Universal Studios in the New Media section as well as Van Nuys Superior Court in law and motion. Ms. Cheung received her Bachelor of Arts degree in Philosophy from the University of California at Riverside in 1993.

    Ms. Cheung began her career in workers' compensation in 2000 representing carriers, third party administrators and employers in workers' compensation defense. Her 15 years of workers' compensation experience includes all aspects of discovery matters, trial and appeals of workers' compensation matters. She also has experience in defending against 132a claims and Serious & Willful claims.

    Ms. Cheung has dedicated her legal career to representing the client's objectives aggressively and bringing cases to resolution as quickly as possible. Ms. Cheung's litigation philosophy is to provide specialized representation of each individual case developing creative and innovative ideas to serve the client's financial and litigation goals. Throughout all stages of litigation, Ms. Cheung is committed to exploring all options of litigation and resolution to provide the best representation to meet the client's needs.
  • Scott K. Kubis Partner Mr. Kubis is a partner and senior member of Glenn Silverii and Associates. He graduated Magma Cum Laude, receiving his Juris Doctor from San Diego School of Law in 1990. He was also a member of Law Review and Phi Alpha Delta Honor Society. Mr. Kubis received his BA in 1985 from San Diego State University and while there was on the Dean's List and a member of Phi Eta Sigma Honor Society.

    Before coming to Glenn Silverii and Associates in June 2002, Mr. Kubis was a partner in a national civil litigation firm. Mr. Kubis has spent his nearly 30-year career vigorously representing the needs and interests of employers, public entities, insurance carriers and third-party administrators. Mr. Kubis specializes in civil litigation, subrogation, and worker's compensation litigation including defending against Labor Code 132(a), and Serious and Willful. He has experience in trials, both civil and worker's compensation, settlements and alternative dispute resolution, including mediation and arbitration.

    Mr. Kubis is an active member of the California State Bar Association, is admitted to practice for both the State and Federal courts in California, and has successfully brought hundreds of matters to conclusion through trial and/or settlement.
  • Peter J. Gorelick Associate Attorney Peter J. Gorelick specializes in the field of workers' compensation defense. He has more than 30 years of experience defending employers and carriers in workers' compensation courts throughout Southern California. This experience ranges from initial discovery through trial and appeal. Mr. Gorelick was employed as an attorney by CIGNA Corporation for more than 18 years. He was the managing attorney for CIGNA's Orange County and Riverside offices, supervising a staff of 14 attorneys.

    Mr. Gorelick received his undergraduate degree from the University of California at Los Angeles in 1974. He received his Juris Doctor degree from the University of San Fernando Valley, College of Law in 1978. During law school, Mr. Gorelick worked as a law clerk for the Los Angeles County District Attorney's office. He was admitted to the State Bar of California in 1979. He is also admitted to practice before the United States District Court for the Central District of California.

    Mr. Gorelick is a past vice-president of programs and membership for the Southern California Workers' Compensation Defense Attorneys Association. He formerly served that organization as a member of its Board of Directors. He has also been a member of the Board of Directors of the statewide Workers' Compensation Defense Attorneys Association. Mr. Gorelick has been certified by the State Bar of California as a provider for Continuing Legal Education training. He has arranged numerous legal and medical training seminars for attorneys, employers, claims processionals and doctors. He has professional affiliations with many legal and claims organization through the Southern California area.
  • Steven Kaplan Associate Attorney Mr. Kaplan specializes in the field of workers' compensation defense, having worked in the field since 2006. Mr. Kaplan has handled all varieties of workers' compensation cases for self-insured private employers, employers with high-retention deductible policies, insurance companies, third party administrators and self-insured public entities.

    Mr. Kaplan received his Juris Doctor from UCLA in 2005. He received a Bachelor of Arts degree in History from the University of California Berkeley in 2002.

    Mr. Kaplan is admitted to practice before the United States District Court for the Central District of California and the 9th Circuit of the United States Court of Appeals. Mr. Kaplan was admitted to the California State Bar in 2005.

    Before entering the practice of Law, Mr. Kaplan worked as a political consultant during the 2005 California special election. He was also a successful contestant on the television program Jeopardy.
  • David B. Park Associate Attorney Mr. David Park received his Juris Doctor in 2000 from University of California, Los Angeles. While attending the UCLA, he was a member of the Asian American Law Journal and Korean American Bar Association. As an active member of the California State Bar since July 2000, Mr. Park has been admitted to practice in State and Federal Courts in California.
    Mr. Park has experience in insurance defense litigation and Workers' Compensation defense. He specialized in the defense of Workers' Compensation claims on behalf of various large insurance carriers, self-insurance administrators as well as both private and public self-insured employers, including municipalities and school districts.

    He prepared and handled all stages of discovery, including depositions of applicants, witnesses as well as expert witnesses such as AMEs and QMEs. He also drafted various pleadings including petition for reconsiderations and trial briefs before the WCAB. He has represented client's interest at hearings such as Mandatory Settlement Conferences and Trials to resolve cases or to litigate them if there should be no negotiated settlements.

    In addition to the insurance defense litigation experience, he handled complex civil litigation and corporate transactional issues. He litigated and or resolved many cases to successful conclusion on behalf of clients.

    Mr. Park speaks fluent Korean.
  • Nathan M. Huffman Associate Attorney Nathan M. Huffman has been a member of the State Bar of California since 2006. He received his Juris Doctor from Southern Illinois University School of Law in 2005, where he served as the ABA Student President from 2004 to 2005. Due to his oral presentation skills, Mr. Huffman served on the Appellate Moot Court Competition team, where he reached the semifinals at the Jon J. Gibbons Moot Court Competition at Seton Hall University in both 2004 and 2005. Mr. Huffman received his Bachelor of Arts degree in 2002, from the University of Iowa, in the field of Communications/Media Studies and Film.

    Mr. Huffman has been practicing worker's compensation defense law since 2012, handling cases in all stages, from initial discovery, through trial and appeal, including depositions of applicants, employer witnesses, and expert witnesses such as AMEs and QMEs, and reaching hundreds of settlements. He has also achieved success on appeal, with the reversal of a lien finding on Reconsideration, resulting in savings to his client of over $75,000.00.

    Mr. Huffman is a skilled negotiator, provides aggressive defense representation for his clients, and has been very successful with achieving client goals in early case resolution. He has experience representing insurance carriers, third party administrators, staffing companies, uninsured employers, and other employers in various industries.

    Mr. Huffman has also defended and settled employment law cases for staffing companies, restaurants, and other small businesses, handled contract drafting and business formation matters for corporations and LLCs, and has worked in tax resolution law, defending individual and business clients in IRS and state tax matters.

    When not working, Mr. Huffman enjoys photography, cooking, hiking, snorkeling, painting, reading, traveling, vinyl record collecting, seeing live music, and most of all, spending time with his family.
  • James P. Sirick Associate Attorney James P. Sirick has worked in the field of workers' compensation defense for over 32 years. During that time, he has had experience defending employers and carriers in the workers' compensation courts throughout Southern California. This experience ranges from initial discovery through Trial and appeal.

    Mr. Sirick received his undergraduate degree from the University of California Irvine in 1980 and subsequently received a certificate in the area of personal management and employee relations. He received his Juris Doctor degree from the Western State University College of Law in 1986.

    Mr. Sirick is a veteran having served in the United States Navy during the Vietnam era and made two tours of duty in Vietnam. He has also served on the Board of Directors for the San Gorgonio Wilderness Association and has been a Volunteer Ranger for the past 33 years. In addition to practicing law, Mr. Sirick has had experience in insurance claims for both auto and bodily injury with State Farm Insurance Company.
  • Michael L. Hailey Associate Attorney Michael L. Hailey brings over 20 years of aggressive defense strategies and significant trial experience to his work, advocating for clients in the Workers' Compensation System.

    Before entering the workers' compensation arena, Mr. Hailey worked as a Los Angeles County Deputy District Attorney, within the Family Support Division, and Employment and Labor Law sector, representing the Los Angeles County and Los Angeles County Metropolitan Transportation Authority.

    Mr. Hailey is a graduate of the University of Washington, earning a Bachelor's degree in Political Science. He then obtained his M.B.A., with Honors, from City University and his law degree from Glendale University College of Law, with recognition as a Moot Court Competition Finalist.

    Outside interests include camping, parenting two sons competing as registered USA Swimming Members, watching movies, and cooking with his wife."
  • Andrew B. Sunshine Associate Attorney Andy Sunshine specializes in workers' compensation defense. He has handled all phases of workers' compensation defense cases including discovery, trial, arbitration, Serious and Willful, 132a and appellate matters. He has represented carriers, public entities, third party administrators and employers.

    He has served as a Judge Pro Tem at the Santa Ana and Long Beach WCAB offices.

    Mr. Sunshine received his Bachelor's degree from California State College, Long Beach. He received his Law degree from Western State University College of Law in 1979. He was admitted to the California State Bar and United States District Court in 1979.

    He is a member of the California State Bar and the workers' compensation section. Mr. Sunshine is also a member of the Orange County Bar Association and its workers' compensation section.
